Assignment Overview
We are seeking a Project Procurement Officer to support procurement and contracting activities within technical project environments. The role involves close collaboration with system owners, vendor management, and other internal stakeholders to ensure efficient, compliant, and value-driven procurement operations.
Key Responsibilities
Project Procurement Support
Establish, execute, and follow up on a common procurement and contracting plan.
Coordinate central functions to ensure readiness for procurement activities.
Verify stakeholder involvement and documentation before initiating procurement.
Support system owners in contract management, including execution and delivery follow-up.
Conduct tender procedures in accordance with applicable procurement frameworks.
General Procurement Duties
Plan, advise, and execute procurement activities across the full lifecycle: from tendering to contract termination.
Review technical documentation to ensure completeness and coherence.
Develop procurement strategies for individual cases in coordination with stakeholders.
Collaborate with finance, technical, and quality assurance teams to ensure process alignment.
Manage and maintain procurement documentation and records.
Prepare purchase orders and contractual agreements.
Negotiate procurement terms and manage supplier relationships.
Represent the procurement function at relevant external events (e.g., workshops, conferences).
Requirements
5–10 years of experience in a procurement role supporting large-scale projects.
At least 5 years’ experience in complex, high-value procurements at international or European level.
Strong understanding of public procurement, including EU procurement directives.
Proven experience in drafting, negotiating, and managing contracts for goods, services, and consultants.
University degree in Public Administration, Business Administration, Law, Finance, Engineering, or equivalent field.
Familiarity with customs, VAT, and tax legislation (Swedish/European) is considered an asset.
Experience using Antirio e-tendering system Kommers, Unit 4 Business World, and HxGN EAM is an advantage.
Strong communication skills and ability to collaborate in a multicultural, international environment.
Proficient in both English and Swedish (spoken and written).
