Job Overview:
Reports to the Pre-commissioning Manager and assist planning and execution of safe and efficient pre-commissioning activities, and for supporting the Client for the Commissioning, Start-up, and Performance Testing of the facility to achieve the production and performance objectives and contractual objectives.
Key Tasks and Responsibilities:
- Lead the coordination and implementation of all Instrument, Control & Telecom (ICT) commissioning requirements on the project
- Responsible for the execution of the plant ICT pre-commissioning and commissioning activities in accordance with the Commissioning Execution Plan
- Oversee pre-commissioning activities for ICT equipment, pre-energization and energization, repair and refurbishment of ICT equipment during commissioning and operations as required
- Manage commissioning activities for ICT systems within his area of responsibility as required
- Responsible for liaison with ICSS Supplier, equipment manufacturers and suppliers for ICT pre-commissioning, commissioning and repairs procedures for ICT equipment / packages as required
- Responsible for the execution of loop testing program, cause & effect testing, fire & gas testing on the project
- Interface with the Sub-contractors on site for all Pre-commissioning activities
- Work with vendors and assist in Vendor Coordination for SAT’s and initial start-up as required
- Develop work plans for execution of ICT pre-commissioning and commissioning activities
- Develop Safe Work Practice Procedures for all ICT maintenance activities
- Coordinate the issue of PTW and job safety analysis
- Work collaboratively within the Project team and with Client to maintain positive relationships
- The project is in the Green Steel Market, and located near Boden, Sweden
- Development of programs, procedures, and activities necessary for the safe and efficient commissioning, repair, and maintenance of all plant ICT equipment, as required.
- Review interfaces with Substations, Buildings and Control Rooms for coordination of ICT testing as required
- Work closely with the Construction group for installation completion inspections and accepting the completed works as deemed ready for pre-commissioning
- Liaise with the Systems Completion Manager for systemization of drawings and validation of the ICT data in the completions database
- Participate in the Completion walkdowns, punch-list development and clearing of punch-list items by the Construction group or the subcontractor
- Review the ICT content of the pre-commissioning dossiers in accordance with project requirements
- Provide ICT input to the Commissioning Schedule
- Provide ICT input to scope of work subcontracted packages as required
- Provide ICT input for Spares, Consumables and Tools
- Plan daily activities based on schedule requirements, procedures, and available work fronts
Essential Qualifications and Education:
- Bachelor’s degree in instrument & control or equivalent
- Have a minimum of 10 years’ experience with ICT equipment and systems experience in Oil & Gas Industry, Power Industry, or in Steel Industry
- Demonstrate a broad technical knowledge of construction and completion activities
- Strong knowledge of the ICT systems used in EPC projects
- Familiar with ISO and EU Standards and Directives (PED, ATEX)
- Able to effectively communicate technical solutions and concepts to other engineers and non-engineers
- Must have good computer software skills in MS Word, Excel, PowerPoint, Visio
- Must have good organizational skills and be adaptable to the needs of various discipline groups
- Must have the ability to assess and communicate project requirements and expectations in a clearly defined, positive and productive manner
- Proficiency in English, Multi-language skills are a plus
- Has a valid driver’s license (for Sweden or easy transferable)
