Pre-Commissioning Electrical Specialist

Job Overview:

Reports to the Pre-commissioning Manager and assist planning and execution of safe and efficient pre-commissioning activities, and for supporting the Client for the Commissioning, Start-up, and Performance Testing of the facility to achieve the production and performance objectives and contractual objectives. Leads the coordination and implementation of all electrical commissioning requirements on the project. Responsible for the execution of the plant electrical pre-commissioning and commissioning activities in accordance with the Commissioning Execution Plan.

Key Tasks and Responsibilities:

• Supervise the assigned pre-commissioning team personnel, subcontractors, and Client personnel in the execution of pre-commissioning activities in a safe, efficient, and successful manner
• Oversee pre-commissioning activities for electrical equipment, pre-energization and energization, repair and refurbishment of electrical equipment during commissioning and operations as required
• Manage commissioning activities for electrical systems within his area of responsibility as required
• Responsible for liaison with equipment manufacturers and suppliers for electrical pre-commissioning, commissioning and repairs procedures for electrical equipment / packages as required
• Interface with the Sub-contractors on site for all Pre-commissioning activities
• Work with vendors and assist in Vendor Coordination for SAT’s and initial start-up as required
• Develop work plans for execution of electrical pre-commissioning and commissioning activities
• Develop Safe Work Practice Procedures for all electrical maintenance activities
• Coordinate the issue of PTW and job safety analysis.
• Work collaboratively within the Project team and with Client to maintain positive relationships
• Development of programs, procedures, and activities necessary for the safe and efficient commissioning, repair, and maintenance of all plant electrical equipment, as required
• Review interfaces with Substations, Buildings and Control Rooms for coordination of electrical testing as required
• Work closely with the Construction group for installation completion inspections and accepting the completed works as deemed ready for pre-commissioning
• Liaise with the Systems Completion Manager for systemization of drawings and validation of the electrical data in the completions database
• Participate in the Completion walkdowns, punch-list development and clearing of punch-list items by the Construction group or the subcontractor
• Review the electrical content of the pre-commissioning dossiers in accordance with project requirements
• Provide electrical input to the Commissioning Schedule
• Provide electrical input to scope of work subcontracted packages as required
• Provide electrical input for Spares, Consumables and Tools
• Plan daily activities based on schedule requirements, procedures, and available work fronts

Essential Qualifications and Education:

• Bachelor’s degree in electrical engineering or equivalent
• Have a minimum of 10 years of experience with electrical equipment and systems experience in Oil & Gas Industry, Power Industry, or in Steel Industry
• Demonstrate a broad technical knowledge of construction and completion activities
• The project is in the Green Steel Market, and located near Boden, Sweden
• Strong knowledge of the electrical systems used in EPC projects
• Familiar with ISO and EU Standards and Directives (PED, ATEX)
• Able to effectively communicate technical solutions and concepts to other engineers and non-engineers.
• Must have good computer software skills in MS Word, Excel, PowerPoint, Visio.
• Must have good organizational skills and be adaptable to the needs of various discipline groups
• Must have the ability to assess and communicate project requirements and expectations in a clearly defined, positive and productive manner
• Proficiency in English, Multi-language skills are a plus
• Has a valid driver’s license (for Sweden or easy transferable)
