What you’ll do
Reporting to the Head of Site Execution, the Construction Site Services Manager will be responsible for establishing and managing comprehensive site support operations that enable and support safe, efficient, and uninterrupted and safe construction activities. This includes overseeing the development and maintenance of critical infrastructure such as construction roads, laydown areas, utilities (power, water, sewage, IT), off-site accommodation facilities, site welfare facilities, site offices and other supporting services. The role requires strong field presence, technical expertise, and a relentless focus on safety, execution, and performance.
Specific to this role, the day-to-day tasks will include the following but as we are a growing company with very little silos between teams, other tasks might be included as well.
- Site Services & Infrastructure Management:
- Plan, build, and maintain all site enabling works and essential infrastructure, including roads, utilities, laydowns, security, and HSE-related systems.
- Design and manage site flow strategies to optimise movement of people, vehicles, and materials, supporting safe and efficient construction operations.
- Coordinate and oversee contractors and service providers delivering site logistics, cleaning, catering, waste, utilities, and temporary facilities, ensuring quality and compliance.
- Lead internal logistics operations, including laydown zones, internal traffic, material handling, and deployment of site equipment and services.
- Control budgets and resources for site services while resolving bottlenecks and ensuring continuity of construction support and site security.
- Plan, build, and maintain all site enabling works and essential infrastructure, including roads, utilities, laydowns, security, and HSE-related systems.
- Workforce Accommodation & Welfare
- Manage welfare facilities on-site, including accommodation, sanitation, lunchrooms, locker rooms, and related support infrastructure.
- Plan and coordinate workforce housing and transportation to meet capacity and scheduling needs, including off-site park & ride solutions.
- Oversee utility setup and facility maintenance to ensure continuous support for welfare and productivity.
- Implement and manage food services, including site canteens and food truck scheduling.
- Collaborate with Operations to deliver health, safety, and wellbeing programs that enhance the on-site working environment.
- Manage welfare facilities on-site, including accommodation, sanitation, lunchrooms, locker rooms, and related support infrastructure.
- Stakeholder Coordination
- Collaborate with internal teams and external partners (e.g. HSSE, EPCMs, agencies) to align site services with project needs and priorities.
- Lead cross-functional planning meetings to address interface challenges and ensure consistent communication across stakeholders.
- Coordinate with engineering and local authorities on site-related permits, regulations, and municipal requirements.
- Align service operations with construction schedules through close coordination with contractors and project teams.
- Develop and manage 3–6-month site services work plans to proactively support construction progress.
- Collaborate with internal teams and external partners (e.g. HSSE, EPCMs, agencies) to align site services with project needs and priorities.
- Performance & Reporting
- Create and track key performance indicators (KPIs) related to site services, accommodations, and welfare.
- Conduct regular assessments to identify bottlenecks and improve systems.
- Document lessons learned and implement best practices for continuous improvement.
- Maintain documentation, including permits, inspection logs, service plans, and site layout drawings.
- Generate regular progress and compliance reports for management.
- Health, Safety & Environment
- Promote a strong safety culture by ensuring full compliance with HSE protocols and embedding safety into all site service activities.
- Ensure adherence to Swedish and EU regulations, covering environmental controls, fire safety, and worker welfare.
- Manage site access, perimeter security, and traffic flows in close coordination with logistics, HSE, and security teams.
- Implement and support emergency response procedures, including drills, evacuation planning, and coordination with medical and fire teams.
Oversee sanitation, waste management, and environmental controls to maintain health, hygiene, and compliance on site.
- Promote a strong safety culture by ensuring full compliance with HSE protocols and embedding safety into all site service activities.
- People & Talent Management
- Mentor & coach team members and ensure appropriate training is provided.
- Ensure direct reports are provided with clear direction and role/ work expectations with corresponding performance metrics.
- Periodically assess the performance of direct reports and prepare corrective and development plans as required.

Specific to this role, we would like to see that you can tick off a fair amount of the boxes below
- Bachelor's degree (or equivalent) in engineering, construction management, or a related field.
- 15+ years of experience in large-scale construction projects, ideally with multi-thousand workforce environments.
- Proven ability to manage multiple contractors and vendors, ensuring performance and safety KPIs are met.
- Strong understanding of site logistics, welfare infrastructure, and site services operations; Lean Construction experience is a plus.
- Familiarity with Swedish regulations and EU compliance standards; experience in cold-weather or Northern European construction is an advantage.
- Effective under pressure, with a hands-on leadership style and excellent coordination and communication skills.
Site-based in Boden, Sweden. A strong on-site presence is essential.
